
BOARD MEETINGS
* The next scheduled Board meeting is Thursday, October 30, 2008 at 10:30 a.m. at the Ohio Water Development Authority, 480 South High Street, Columbus, OH 43215. In addition, the annual OWDA Planning meeting will immediately follow, beginning at approximately 11:30 a.m.
EMERGENCY RELIEF PROGRAM ANNOUNCEMENT
* On September 15, 2008, Governor Ted Strickland issued a Declaration of State of Emergency due to damages caused by severe windstorms on September 14, 2008.
All local government agencies (cities, villages, and counties), water districts, sewer districts, and conservancy districts that have a loan(s) with the Ohio Water Development Authority (OWDA) may qualify for OWDA's Emergency Relief Program. This program provides short-term relief from OWDA loan repayments, so communities can use their repayment funds to recover from damages or losses to their water or wastewater system resulting from the declared disaster.
OWDA will make a maximum of 2 semi-annual loan repayments from the Emergency Relief Program on behalf of qualifying communities. For additional information and application requirements, please contact us at 614-466-5822 or click here.
SCEIG Regional Information Sessions - Wilmington, OH, Wednesday, October 15 and Massillon, OH, Tuesday, November 18, 2008
* Ohio's Small Communities Environmental Infrastructure Group (SCEIG) will be holding two regional informational sessions focused on addressing drinking water and sewer service infrastructure issues. The first half of each session will highlight the resources that SCEIG can provide to assist communities with technical assistance, financing and planning for their infrastructure projects. The second half will provide the opportunity for communities currently planning public drinking water and sewer utilities projects to meet with SCEIG's finance committee. Loan Applications
* Reminder: Loan applications are due into the Ohio Water Development Authority office by no later than the 15th of each month (except for the December meeting). The deadline for the December 2008 meeting is Tuesday, November 25th.
REVISED DISBURSEMENT PROCEDURES
* For all loans approved after June 1, 2007, local government agencies (LGA) will be required to submit a LGA Payment Instruction Form prior to the first disbursement. This form will be sent to the LGA with the signed loan agreement.
Contractors receiving funds directly from OWDA must submit a completed Contractor Payment Instruction Form prior to the first disbursement.
FRESH WATER PROGRAM INTEREST RATE CHANGES EFFECTIVE JULY 1, 2008

FRESH WATER PROGRAM LOAN DISCOUNT REVISION

REVISED CONTRACTOR'S ESTIMATE FORM
* All loans approved after July 1, 2005 will be required to use the revised Contractor's Estimate Form.
REVISED PLANNING AND CONSTRUCTION AGREEMENTS
* All loans approved after January 1, 2006 will be required to use the revised agreements. Please note that the planning loans now require semiannual repayments.
Ohio Rural Community Assistance Program (RCAP) SEMINARS
* The Ohio Rural Community Assistance Program (RCAP) provides free and low-cost services to help rural communities address their drinking water and wastewater treatment needs. RCAP's offers "Asset Management, Budgeting and Rate Setting", "Utility Management" and "Financial Management" seminars for local officials including council members, mayors, BPA members, administrators, clerks and district board members.
