James (jim) JOYCE, Chairman
James (Jim) Joyce, P.E., is President and CEO of H.R. Gray, a management and consulting firm. Previously, Mr. Joyce was past executive head of the Department of Public Utilities for the City of Columbus. In this capacity, he dealt with US EPA, Ohio EPA, US Army Corps of Engineers, Federal Energy Regulatory Comission and other County, State and Federal regulatory bodies. He has almost 30 years of experience in the engineering, construction and facilities management industry. Mr. Joyce earned his Bachelor of Science degree in Civil Engineering from The Ohio State University and is a Registered Professional Engineer in the State of Ohio and Hawaii. A resident of Columbus, Ohio, he was appointed to the OWDA Board in September 2009.
Lessie Milton Jones, Vice-CHAIRMAN
Appointed to the Ohio Water Development Authority Board in 2000, Lessie Jones is Assistant General Counsel with Dominion East Ohio Gas in Cleveland where she specializes in labor/employment law. She was previously a shareholder with Littler Mendelson. Prior to that, she served as Chief of the Employment/Labor section, and later as Chief Counsel for the City of Cleveland Law Department. A graduate of Kent State University and the Cleveland-Marshall College of Law, she resides in Westlake.
Brian Hicks
Brian K. Hicks is President and CEO of Hicks Partners, LLC. Mr. Hicks has served in numerous governmental positions, the most recent being Chief of Staff for former Ohio State Governor Bob Taft. A graduate of The Ohio State University, Mr. Hicks was President of the Undergraduate Student Government. A resident of Dublin, he was appointed to the OWDA Board in 2003.
Gloria Fauss
Gloria J. Fauss is the former Director of Government Affairs for the SEIU District 1199 in Ohio, West Virginia and Kentucky. Previously, she was the National Director of State Government and Community Relations for The Nature Conservancy. She has also served on the National Advisory Council for Environmental Policy and Technology. Ms. Fauss attended The Ohio State University majoring in Political Science. A resident of Utica, Ohio, she was appointed to the OWDA Board in July 2007.
Loree Soggs
Loree K. Soggs began working as an Operating Engineer in 1964 and has served his Local Union IUOE Local 18 as a business agent, apprenticeship coordinator, steward director, officer and fringe benefit trustee. He is the first Operating Engineer to hold the office of Executive Secretary in the history of the Cleveland Building and Construction Trades Council, a post he was elected to in October 1994. He holds a Bachelor of Arts degree from Defiance College. A resident of North Royalton, Mr. Soggs was appointed to the OWDA Board in October 2007.
