USDA-RD Loan Advance
Program Information and Application Documents
INFORMATION
The Ohio Water Development Authority created the RD Loan Advance Program (formerly the Loan Advance Program) to provide interim financing to borrowers for acquiring or constructing drinking water supply, water distribution, sewage collection or treatment facilities that use funding from the United States Department of Agriculture (USDA) Rural Development program.

APPLICATION DEADLINE:
At least two months prior to application submission, please contact our Loan Officer, Kim Killian (email), to determine eligibility for the RD Loan Advance Program.
The OWDA Board meets the last Thursday of the month during January to October; and the second Thursday in the month of December. OWDA RD Loan Advance Program applications are due the 1st of the month that the loan will be approved. For December approval, the loan application is due on November 1st.

The following loan application documents must be completed and submitted as individual pdfs in order to provide a complete application. Click on documents in blue to download.
- Loan application
- Rate ordinance (current rates/tap-in fees)
- Construction bid tabs (required for construction loan requests)
- Engineering agreement (required for planning/design loans; only required for construction loans if engineering costs are included in the construction loan)
