Refinance Loan Program
Information, Application Portal, and Loan Documents
INFORMATION
On January 28, 2021, the Ohio Water Development Authority Board created the Fresh Water Refinance Loan Program. Through this program, OWDA can refinance the debt for drinking water, wastewater, and storm water projects. Loans through the OWDA Fresh Water Program, OEPA Water Pollution Control Loan Program, and the OEPA Drinking Water Assistance Fund Program are not eligible for this program.
For more details, see the Fresh Water Refinance Loan Program Guidelines. Please note that Section 3 of the program guidelines states that projects must have been constructed using prevailing wage.
Applications are accepted on an open cycle. OWDA will begin to review a project after a complete application and application fee have been received. Your application will be presented to the OWDA Board for approval after it has been determined that the local government has the ability to repay the loan. Following loan approval, OWDA and the local government will determine when the interest rate will be set, no greater than 90 days from loan approval. Loan closing must occur within four weeks of interest rate setting.
One application and application fee will be required for each debt to be refinanced.

- $250 for loans less than $200,000
- $500 for loans greater than $200,000 and less than $1,000,000
- $1,500 for loans greater than $1,000,000

REFINANCE LOAN APPLICATION DOCUMENTS
The following loan application documents must be completed prior to requesting a link to the refinance loan application portal. Click on documents in blue to download.
- Refinance Loan Application **Please complete the 6-page application (in Excel) prior to requesting the link to application portal**
- Projection of revenue (Page 6 in application)
- Rate ordinance (current rates/tap in fees)
- Current year operating budget
- Fund reports that show revenue, expenses, and debt service reserve
- Official documents associated with original debt transcripts (final numbers, certificate of award and official statement, authorizing legislation for original debt)
- Amortization of original debt
The following loan application documents are required to complete the loan process; however they may be provided to OWDA at a later date if they are not available when the application is submitted. Click on documents in blue to download.
The Cooperative Agreement for Refinancing will be finalized after the interest rate and closing date is determined. Click the link below for a form of the cooperative agreement. NOTE: Please do not attach this document to the Refinance Application Portal.
REFINANCE LOAN APPLICATION PORTAL
Submit your loan application through the portal. The loan application portal is a quick and convenient way to submit your loan application. By requesting a link to the loan portal, you can easily upload PDFs of your application documents directly to OWDA. Document uploads should be formatted as PDF documents only. Please do not upload Excel files. Please note, you must complete the 6-page loan application listed below (application is an Excel document) and have the remaining required documents before you request the portal link.
One application per link. If you have more than one application, please request more than one link. Review the loan application documents listed above as these documents must be completed prior to requesting a link to the loan application portal. The person identified as the contact person in the application portal should be the person responsible for the preparation and submission of the application. The contact person will receive an application portal link by email and will also be the person contacted if there are questions on the information provided in the application. For example, the contact person could be an RCAP representative, consultant, financial advisor or the person at the local government that prepared the application and can answer questions, not necessarily the person authorized to enter into contract with OWDA for the loan.
